In order to thoroughly implement the important instructions and directives of General Secretary Xi Jinping, conscientiously implement the major decisions and deployments of the Party Central Committee and the State Council on safety production, and further strengthen the safety management of electrochemical energy storage power plants. The relevant matters are hereby notified as follows.
1、 Highly value the safety management of electrochemical energy storage power plants
（1） Enhance ideological awareness. With the continuous deepening of energy transformation, electrochemical energy storage power stations have become an important organizational part for the stable operation of the power system. All units should thoroughly implement the overall national security concept and the new energy security strategy of "four revolutions, one cooperation", coordinate development and security, adhere to the principle of "putting people first and life first", strengthen the safety management of electrochemical energy storage power plants with a high sense of responsibility and mission, and resolutely curb the occurrence of safety accidents in electrochemical energy storage power plants.
（2） Implement the main responsibility. The owner (project legal representative) is the main responsible party for the safe operation of electrochemical energy storage power plants. The safety management of electrochemical energy storage power plants connected to public power grids with voltage levels of 10 kV and above that are included in the record management should be incorporated into the enterprise safety management system. The safety production guarantee system and supervision system should be improved, and the full staff safety production responsibility system should be implemented. The dual prevention mechanism of risk grading control and hidden danger investigation and governance should be improved, and safety responsibilities should be assumed in accordance with the law. Other electrochemical energy storage power plants should also strengthen safety management in accordance with relevant regulations.
2、 Strengthen the safety management of planning and design of electrochemical energy storage power plants
（3） Strengthen risk assessment. In the planning process of electrochemical energy storage power plant projects, it is necessary to adhere to bottom line thinking, strengthen safety risk assessment and demonstration, and reasonably determine the site selection, layout, and safety facility construction of electrochemical energy storage power plants. To ensure investment in safety production, it is necessary to ensure that safety facilities are designed, constructed, put into operation, and used simultaneously with the main project.
（4） Strengthen design review. Qualified design units should be commissioned to carry out design work and organize design reviews. The design documents should comply with relevant laws and regulations, national (industry) standards, and the configuration of safety facilities should meet the safety requirements of engineering construction and operation maintenance. It is necessary to preserve the entire process of archive materials in accordance with archive management regulations.
3、 Proper selection of equipment for electrochemical energy storage power plants
（5） Strict equipment control. Adhere to quality first, the selected equipment and systems should comply with relevant laws and regulations, national (industry) standards, and pass inspection by institutions with professional testing and inspection qualifications for energy storage. Select safe, reliable, and environmentally friendly products based on relevant technical requirements.
（6） Strengthen the inspection of incoming goods. The inspection of batteries and their management systems for electrochemical energy storage power stations should be entrusted to institutions with professional testing and inspection qualifications for energy storage. Sampling and selection must meet the requirements of batch and product consistency sampling. The sampling results should meet the safety performance technical requirements of national (industry) standards.
4、 Strictly inspect and accept the construction of electrochemical energy storage power plants
（7） Strengthen construction management. The construction of electrochemical energy storage power stations shall be entrusted to construction units with corresponding qualification levels in accordance with the law. To ensure the investment in power station safety construction in accordance with relevant laws and regulations, national (industry) standards, and standardize the extraction and use of safety production expenses. We need to strengthen the management of construction sites, monitor key areas and links, and regularly organize fire safety inspections on construction sites.
（8） Strict construction acceptance. Before the electrochemical energy storage power station is put into operation, it is necessary to organize the completion acceptance of the project, handle the engineering quality supervision procedures in accordance with relevant national regulations, and pass the fire safety acceptance of the power station.
5、 Strict grid connection acceptance of electrochemical energy storage power plants
（9） Prepare for grid connection. The grid connection testing of electrochemical energy storage power stations should be entrusted to institutions with professional testing and inspection qualifications for energy storage. Before grid connection acceptance, it is necessary to complete type tests, whole station debugging tests, and grid connection inspections of the main equipment and systems of the power station.
（10） Strengthen grid connection acceptance. Power grid enterprises should actively cooperate in carrying out the grid connection and acceptance work of electrochemical energy storage power stations, and eliminate "grid connection with defects" for power stations that do not meet the national (industry) grid connection technical standards. The scheduling and operation plan should be optimized, and the safety scheduling interval of the power station should be clearly defined in the grid connected scheduling protocol and strictly implemented.
6、 Strengthen the operation, maintenance, and safety management of electrochemical energy storage power plants
（11） Clearly define the delegated responsibilities. When entrusting the operation and maintenance unit to carry out the operation and maintenance of electrochemical energy storage power plants, the safety responsibilities of both parties should be clarified, and the operation and maintenance unit should be supervised to strictly implement various laws, regulations, and national (industry) standards related to operation and maintenance, and fulfill relevant safety responsibilities.
（12） Strengthen daily management. Incorporate the operation and maintenance of electrochemical energy storage power stations into the daily management of enterprise safety production, and strictly implement safety management regulations. It is necessary to establish operation, maintenance, and safety operation procedures for power stations, regularly conduct inspections of major equipment, facilities, and systems, and evaluate and inspect the health status of battery systems.
（13） Standardize information submission. Actively cooperate and participate in the construction of the safety monitoring information platform for electrochemical energy storage power plants, submit safety production information such as battery safety performance, power plant safety operation status, hidden danger investigation and treatment, risk control, and accident events in accordance with relevant regulations, and improve the level of information management of power plants.
（14） Strengthen personnel training. Regularly organize education and training for employees of electrochemical energy storage power plants, continuously improve their business skills, ensure familiarity with the thermal runaway and fire characteristics of power plant batteries, and master the operating procedures and emergency response processes of fire-fighting facilities and equipment. The staff in key areas such as the power station control room and battery room should undergo professional skill training and assessment, and possess the ability to operate fire-fighting facilities and equipment.
（15） Strengthen retirement management. The retirement management of power stations and batteries should be standardized in accordance with the design life, safe operating conditions, and relevant national (industry) standards of electrochemical energy storage power stations.
7、 Enhance the emergency fire response capability of electrochemical energy storage power plants
（16） Implement fire safety responsibilities. Clearly define the fire safety responsible person and fire safety management person for electrochemical energy storage power plants, fulfill fire safety management responsibilities, conduct regular fire inspections, fire patrols, and maintenance of fire equipment to ensure that fire protection facilities are in normal working condition.
（17） Conduct emergency drills. Based on the characteristics of electrochemical energy storage power plant accidents, organize the preparation of emergency special plans and on-site disposal plans, equip professional emergency response personnel and emergency rescue equipment that meet the needs of power plant accident disposal, and regularly organize emergency drills for electrolyte leakage disposal, battery thermal runaway, fires, etc.
（18） Establish a linkage mechanism. Strengthen communication and coordination, proactively report the emergency plan for electrochemical energy storage power plants to the emergency management department and fire rescue agencies of the local people's government, make emergency preparations, and establish a fire rescue linkage mechanism with relevant departments of the local people's government.
